On August 11, 2025, the Standing Committee on Finance (Committee) presented its twenty fifth report on ‘Evolving Role of Competition Commission of India in the Economy, particularly in the Digital Landscape’ (Report) before the Parliament.

In this alert, we briefly set out the key recommendations of the Report, which encompass (i) introduction of a national competition policy; (ii) ex-ante regulation under the Digital Competition Bill; (iii) enhancement of CCI’s institutional capacity; (iv) effectiveness of enforcement; (v) protection of MSMEs; (vi) cross-jurisdictional and inter-regulatory coordination; and (vii) safeguarding consumer welfare.

The Committee’s push to move from “first impression” policy making to an evidence-based approach is a welcome step, particularly for digital competition regulation. With fast-evolving market dynamics, it remains to be seen how the Committee’s recommendations shape future policy and regulation.
