The National Education Policy, 2020 (NEP) sets out India’s intent to be promoted as a destination for global study. The University Grants Commission (UGC) has also released the draft regulations for establishing the campuses of foreign universities/educational institutions in India titled ‘UGC (Setting up and Operation of Campuses of Foreign Higher Educational Institutions in India) Regulations, 2023.

Though the intent is forward-looking, some listed conditions, however, need to be amended to make them more realistic.

Given this backdrop, Yashojit Mitra, Partner, and Devyani Singh, Director, Economic Laws Practice (ELP) have co-authored an article titled “Proposed regulations for foreign universities must take a holistic view to benefit students” published by moneycontrol.com. The authors discuss how the government needs to take a holistic approach of the likely impact of these regulations given the demographics and social fabric of India.
