    We hope this email finds you well. We are writing to you with an important update regarding proposed mandatory certification requirements applicable to the manufacture and imports of certain steel products in India.

    Background On April 19, 2024, the Government of India has notified a proposed a Quality Control Order for certain steel products at the World Trade Organization’s Committee on Technical Barriers to Trade. An indicative list of HS Codes covered by the proposed Quality Control Order has been provided in column (4) of the Order, which is available here.
    Products concerned The proposed Quality Control Order would apply to products covered by the following Indian Standards issued by the Bureau of Indian Standards: 

    Indian Standard Title
    IS 18316: 2023 Hot Rolled and Cold Rolled Steel Strips Intended For Processing Of Semi/Fully Processed Non-Grain Oriented Electrical Steel Or Fully Processed Grain Oriented Electrical Steel
    IS 18384: 2023 Hot-Rolled Steel Strip, Sheet and Plates for Welded Steel Pipe for Pipeline Transportation Systems
    IS 18385: 2023 Hot- Dip galvanized/galvannealed Steel Sheet and strips for Automotive Applications
    IS 18513: 2023 Hot-Dip Zinc – Aluminium – Magnesium Alloy Coated Steel Sheets, Plates and Strips
    IS 1469: 1993 Ferromolybdenum – Specification
    IS 1466: 1985 Specification for Ferro Vanadium

    WTO Members are invited to make comments, if any, within 60 days of issuance of the notification i.e. by June 18, 2024.

    Next Steps Concerned manufacturers of the covered steel products may raise any comments or questions at the WTO level through their respective governments within the 60-day comment period. Alternatively, questions or comments may be shared directly via e-mail to the Indian Government at the following e-mail id: abhijit.narendra@nic.in. Upon the conclusion of the aforementioned period, the Indian Government may finalize the draft Quality Control Order and notify the same in the Indian gazette to enter into force on a specified date.

    Post enforcement of the Quality Control Order, products specified therein would not be permitted to be sold in India without certification from the Bureau of Indian Standards.
