    We are writing to you with an important update regarding proposed mandatory certification requirements applicable to the manufacture and imports of certain textile products in India.

    Background On July 26, 2024, the Government of India has notified three draft Quality Control Orders (“QCOs”) for certain chemical products at the World Trade Organization’s Committee on Technical Barriers to Trade. The proposed QCOs are as follows:

    • The H Acid (Quality Control) Order, 2024;
    • The K Acid (Quality Control) Order, 2024; and
    • The Vinyl Sulphone (Quality Control) Order, 2024.
    Products concerned The proposed QCOs would apply to products covered by the following Indian Standards issued by the Bureau of Indian Standards:

     The H Acid (Quality Control) Order, 2024 covers the following products:

    Indian Standard Title
    IS 8637:2020 H Acid- Specification

    The K Acid (Quality Control) Order, 2024 covers the following products:

    Indian Standard Title
    IS 11557:1986 Specification for 2-Naphthylamine3:6:8-Trisulphonic, technical

    The Vinyl Sulphone (Quality Control) Order, 2024 covers the following products:

    Indian Standard Title
    IS 18340:2023 Vinyl sulphone-Specification

    WTO Members are invited to make comments, if any, within 60 days of issuance of the notifications i.e. by September 24, 2024.

    Next Steps Concerned manufacturers of the covered chemical products may raise any comments or questions at the WTO level through their respective governments within the 60-day comment period. Alternatively, questions or comments on any of the QCOs may be shared directly via e-mail to the Indian Government at the following e-mail id: jschem-cpc@gov.in. Upon the conclusion of the aforementioned period, the Indian Government may finalize the draft QCOs and notify the same in the Indian gazette to enter into force on a specified date.

    Post enforcement of the QCOs, products specified therein would not be permitted to be sold in India without certification from the Bureau of Indian Standards.
