BIS has relaxed the mandatory requirement of maintaining an in-house testing laboratory under its Product Certification Scheme for a significant number of products as per the relevant Standard. Manufacturers can now rely on shared facilities, cluster-based testing centres, or any accredited third-party lab for testing purposes. The earlier requirement of following the recommended Scheme of Inspection and Testing has also been made optional, giving manufacturers the flexibility to implement their own Quality Assurance Plan and file it with BIS.
The revised approach is a welcome step towards reducing compliance costs and operational barriers for manufacturers. The framework is expected to facilitate easier market entry into India while continuing to uphold product quality and regulatory compliance.
