With detailed operational guidelines on Shipbuilding Financial Assistance Scheme (SBFAS) and the Shipbuilding Development Scheme (SbDS) being notified on 26 December 2025 by the Ministry of Ports, Shipping and Waterways, the Government of India effected execution under the Maritime Amrit Kaal Vision 2047 – targeting a seven fold increase in Indian ship ownership and a forty fold expansion in shipbuilding output over the next decade.

The new framework combines:
• Front-end support for orders – graded subsidies of up to 25% for qualifying vessels, tightly linked to domestic value addition and structured to match shipbuilding cashflows.
• Capacity creation and modernisation – 100% capital support for common infrastructure in Greenfield Shipbuilding Clusters and 25% grants for Brownfield capacity expansion at existing yards.
• Risk mitigation tools – dedicated shipbuilding risk coverage to address buyer default, post-delivery payment risk and vendor failure on large, long tenor contracts.
