In this month’s Infrastructure and Energy Digest, we cover the Major Port Authorities Bill, 2019 which has been recently approved by the Cabinet. Also covered is an important clarification provided by the Department of Expenditure Procurement Policy in light of the coronavirus outbreak, which seeks to include coronavirus as a natural calamity under the ‘Force Majeure’ clause. Next, we analyze the decision of the High Court of Kerala in the case of Ms.Daisy P.T. v. Cochin International Airport Limited, wherein it was held that the Cochin International Airport is not a State instrumentality under Article 12 of the Constitution. In the renewable energy sector , we cover the clarification provided by the Ministry of New and Renewable Energy with respect to registration of solar manufacturers under the Approved List of Models and Manufacturers.
