The article cautions against an over-reliance on higher customs duties and aggressive enforcement, noting that such measures often prove counter-productive by encouraging smuggling and undermining the competitiveness of India’s gems and jewellery sector. Instead, the authors call for a more balanced framework: stable and moderate import duties, restrained use of anti-smuggling and anti-money-laundering laws in bona fide cases, a credible reboot of gold monetisation schemes through legal and tax certainty, and an update of personal baggage norms to reflect present-day realities.
