    We are writing to you with an important update regarding proposed mandatory certification requirements applicable to the manufacture and imports of certain textile products in India.

    Background On July 31, 2024, the Government of India has notified three draft Quality Control Orders (QCOs) for certain textile products at the World Trade Organization’s Committee on Technical Barriers to Trade. The proposed QCOs are as follows:

    • The Indutech (Quality Control) Order, 2024;
    • The Ropes and Cordages (Quality Control) Order, 2024; and
    • The Geotextiles (Quality Control) Order, 2024.
    Products concerned The proposed QCOs would apply to products covered by the following Indian Standards issued by the Bureau of Indian Standards:

    The Indutech (Quality Control) Order, 2024 covers the following products:

    Indian Standard Title
    IS 15041:2001 TEXTILES — Flat woven webbing slings made of manmade fibres for general services

    The Ropes and Cordages (Quality Control) Order, 2024 covers the following products:

    Indian Standard Title
    IS 1084:2005 Textiles — Manila Ropes — Specification
    IS 11066:2022 Fibre Ropes — Polyester — 3-, 4-, 8-and 12- Strand Ropes
    IS 14928:2001 Textiles — Composite Synthetic Fibre Ropes — Specification
    IS 14929: 2022 Mixed Polyolefin Fibre Ropes
    IS 1804:2004 Steel Wire Ropes _.- Fibre Main Cores – Specification
    IS 4572:2022 Fibre Ropes — Polyamide — 3-, 4-, 8- and 12- Strand Ropes
    IS 5175:2022 Fibre Ropes — Polypropylene Split Film, Monofilament And Multifilament ( PP2 ) and Polypropylene High-Tenacity Multifilament ( PP3 ) —3-, 4-, 8- and 12- Strand Ropes
    IS 8674:2013 Fibre Ropes — Polyethylene —3- And 4-Strand Ropes
    IS 17609:2021 Fibre Ropes Of Polyester / Polyolefin dual Fibres

    The Geotextiles (Quality Control) Order, 2024 covers the following products:

    Indian Standard Title
    IS 17880:2022 Geosynthetics — Synthetic Polymer Rope Gabions for Coastal and Waterways Protection — Specification

     

    WTO Members are invited to make comments, if any, within 60 days of issuance of the notification i.e. by September 29, 2024.

    Next Steps Concerned manufacturers of the covered textile products may raise any comments or questions at the WTO level through their respective governments within the 60-day comment period. Alternatively, questions or comments on any of the QCOs may be shared directly via e-mail to the Indian Government at the following e-mail id: Rajeev.71@gov.in. Upon the conclusion of the aforementioned period, the Indian Government may finalize the draft QCOs and notify the same in the Indian gazette to enter into force on a specified date.

    Post enforcement of the QCOs, products specified therein would not be permitted to be sold in India without certification from the Bureau of Indian Standards.
