BIS Update: New QCO’s on Smart Meters, Welding Rods and Electrodes

    We are writing to you with an important update regarding mandatory registration requirements applicable to manufacture and import of Smart meters, Welding rods and Electrodes into India.

    Background The Government of India has on July 17, 2023, issued the date of enforcement of the new Quality Control Order for Smart Meters, Welding Rods and Electrodes. Producers of this product will now have to obtain BIS certification for their products. The relevant order for Welding Rods and Electrodes is available here and for Smart meters here.
    Products concerned The date of entry into force of the new Quality Control Order for the following products has been notified:

    		 IS 814:2004 Covered electrodes for manual metal arc welding of carbon and carbon manganese steel For Micro Enterprises 16th July 2024.

    For Small Enterprises 16th April 2024.

    IS 6419:1996 Welding rods and bare electrodes for gas shielded arc welding of structural steel
    Smart Meters IS 16444 Part 1 A.C. Static direct connected watt hour smart meter class 1 and 2 For Small Enterprises 16th April 2024.

    For all others

    16th January 2024.
    IS 16444 Part 2 A.C. Static transformer operated watthour and var-hour smart meters, class 0.2S, 0.5S and 1.0S

    Next Steps As per the notifications, producers of these products will now have to secure BIS certification before these orders come into force. Once these orders come into force, both domestic and foreign manufacturers of these products will only be able to export/sell in India with a valid BIS license in place.

    To obtain such license, both foreign producers and domestic manufacturers of these products would need to submit an application to the BIS seeking certification. Furthermore, the process of certification will also require physical testing and inspection of the relevant products at the factory premises as well as parallel testing by a BIS authorized laboratory in India to verify the same. BIS certification is a time-consuming process and therefore it is recommended that interested producers make applications for certification at the earliest in cases wherein Quality Control Orders have been issued and are pending enforcement.
