BIS Update: Extension of Mandatory Certification for certain Aluminium Products

This order contains additional amendments which are as follows:

• The order shall not apply to small and micro enterprises as defined under the MSME Act, 2006.
• The order shall not apply to goods or articles imported up to two hundred kilograms for the purpose of research and development by manufacturers of Aluminium products per year with the condition that;

– such imported goods and articles shall not be sold commercially, and shall be disposed of as a scrap; and

– the manufacturer shall maintain year-wise record of such imported goods or articles and furnish the same, if so desired by the Government authorities, in its letter head duly signed by its authorized signatory.

To obtain such license, both foreign producers and domestic manufacturers of these products would need to submit an application to the BIS seeking certification. Furthermore, the process of certification will also require physical testing and inspection of the relevant products at the factory premises as well as parallel testing by a BIS authorised laboratory in India to verify the same. BIS certification is a time-consuming process and therefore it is recommended that interested producers make applications for certification at the earliest in cases wherein Quality Control Orders have been issued and are pending enforcement.
