The Ministry of Heavy Industries’ recent Omnibus Technical Regulation Order, 2024 mandates BIS certification for a wide range of machinery and components starting August 28, 2025. With over 50,000 product types and significant import dependencies, the Order has a sweeping ambit and is expected to reshape sourcing strategies, particularly for importers and MSMEs.

Unlike earlier Quality Control Orders (QCOs), this Order introduces a broader and more complex compliance framework. It covers not only a wide variety of standalone machinery, but also their components and sub-assemblies, thereby bringing multiple tiers of products under the ambit of mandatory BIS certification. The multi-level compliance structure marks a significant departure from past regulatory practice and presents new operational and strategic challenges for manufacturers, importers, and MSMEs alike.
