With payable loans to the tune of USD 78 billion, about 66 GW of conventional energy in India is under various degrees of financial stress today.

A number of reasons including primarily the lack of coal supply, lack of long-term power purchase agreements, inability of promoters to infuse the equity and inordinate delays in regulatory orders and receivables from distribution companies have added to the woes of the energy sector in the country.

ELP’s November issue of the infrastructure digest discusses government initiatives launched in the past month to alleviate the stress in this sector. The digest includes recommendations by the High Level Empowered Committee which has been constituted by the Government of India specifically to address pain points within the energy sector. The roundup also includes RBI’s amendments to the external commercial borrowings (ECBs) framework, which allows for developers to get access to short term debt and steps taken by the Central Electricity Regulatory Commission (CERC) to maintain grid discipline via the DSM 4th Amendment Regulations.

On the renewable energy front , the digest covers a draft of a new scheme which was introduced by India’s Ministry of New and Renewable Energy to ensure international standard quality for wind turbines and a note on customs duty concessions for non conventional energy sources.
